Supervision
Allocation of the fieldworkers was planned as 1 fieldwork Supervisor has to supervise 3 Enumerators. About 50 households per Enumerator on Funafuti and about 80 households per Enumerator at the outer islands.

The Census comprise of 34 Enumerators, 13 Supervisors and 6 Headquarters.

The Enumerators are mainly accountable for enumerating every person and households of their enumeration areas during the 2 weeks assigned for census fieldwork. The Supervisors are responsible for checking their appointed Enumerators work to ensure that they are not missing out on anyone in their repective enumeration areas, when the Supervisor is satisfied with the collected data, then will synchronize its data to the Headquarters for the final check on every information collected.

All the fieldworkers were provided with a CAPI devise, the list of the households, maps and control forms of their corresponding enumeration areas to ensure that none of the residents and households would be missed out by the census interviews during the fieldwork.
Type of Research Instrument
The 2017 Tuvalu Mini-Census CAPI questionnaires is divided into 2 sections:

1) A household questionnaire which was used to collect information on all household characteristics (dwelling).
2) A personal questionnaire administered in each household to all household members currently residing or away on temporary basis during census night.

The Household section of the questionnaire covers areas of household characteristics such as the type of living quaters, house ownership, construction of the house, source of drinking water, source of cooking energy, source of lighting, electrical appliances, etc.
The second section of the Questionnaire module or the Personal (Individual) section covers all household members demographic characteristics, social and economical backgrounds.

The Census Questionnaires has questions both in English and also in the local Tuvaluan language.

Data Processing

Cleaning Operations
As the 2017 Mini-Census was the first to use the CAPI devises, it minimizes the entry errors as it contains automatic skips depending on certain conditions and other validation codings, etc. However, the cleaning and data editing mostly took place during the "Processing phase".

Data Appraisal

Estimates of Sampling Error
As this is a Census, it covers the whole population.
