Abstract
The Labour Force Survey (LFS) Pilot programme is the latest initiative of the ILO to support the implementation of the international standards on statistics of work, employment and labour underutilization recently adopted by the 19th International Conference of Labour Statisticians . Launched in 2015, the programme promotes collaboration between the ILO Department of Statistics and National Statistical Offices to conduct research in survey design with the main aim to:
-Develop guidance for countries on how best to align their national labour force surveys with the new international standards.
-Promote the sharing of good practice in labour force survey methodology among countries around the world.
-Foster greater comparability in labour market statistics across countries.

Sampling Procedure
The Cook Islands 2019 LF survey is based on a two stages stratified design. The survey aims to report on labour force indicators at the urban and rural level, as well as the National level. Both urban and rural strata represent the domain of report.
The random selection strategy consisted in a two stages selection with:
- Stage 1: the random selection of Enumeration Areas (EAs) using the 2016 EA framework and size of EAs. This selection was done using the probability proportional to size approach
- Stage 2: the random selection of households with equal uniform probability within the selected EAs. Given the census was 3 years outdated, all household listings were updated in all selected EAs.

The sample size were computed using the labour force section of the previous 2015 Household Income and Expenditure Survey (HIES), and especially the labour force participation rate in both strata (urban and rural) looking at:
- The rate, the standard deviation of the rate, the standard error and the design effect
By using those indicators derived from the 2015 HIES and the updated population count from the 2016 census, an ideal sample size was calculated with a predicted relative sampling error lower than 5% (3% in urban and 4% in rural). Lastly, the sample sizes were corrected using the finite population correction adjustment factor that applies in the context of the small islands Territories.
The final sample size calculated for Rarotonga were 800 adults and using the household size derived from the census in this strata it represents 315 households (household size=2.5). In rural Cook Islands, the sample size reached 500 adults, with an average household size of 2.4. This corresponds to a sample size of 216 households.
The cluster size in all EAs was 21 adults per EA, which means 9 households in rural and 8 in urban (based on household sizes).
Weighting
The sampling weights were computed using the probability of each household being selected:
P = 1 / (w1*w2)
Where w1=probability of selection of EAs in the strata (proportional to size)
W2=probability of selection of the households within the selected EAs.

Two post stratification adjustments were made to the sampling weights:

The questionnaire of the 2019 Labour Force Survey of Cook Islands was developped in English. It consists of 6 different sections:
-Geographical IDs (identification of households);
-Individual members characteristics (characteristics of household members, education, migration, agricultural work, job characteristics, working time, job search, use of food, health and safety, social protection);
-Household members living abroad (absentees);
-Food security;
-Appendices;
-Legend.
