Access Process

  1. Create an account
    Begin by registering on the Pacific Data Hub – Microdata Library platform using an organisation affiliated email (not a personal address like @gmail.com). Lead Researchers must belong to a legally registered organisation.

  2. Select a dataset to request, read the relevant Terms of Use and understand key obligations including:
    • Always protect data confidentiality
    • Ensure the safe use and analysis of data
    • Maintain contact with SPC/NSO about project

  3. Submit your data access request
    Provide a clear description of your research purpose, methods, expected outputs, team members, and safe handling practices. Use the model application as a checklist to ensure completeness.

  4. Decision maker considers your requests
    Decisionmakers may ask for more details about your project, skills, or organisational affiliation. You may also be required to attend Safe Researcher training and pass a quiz to ensure your understanding of microdata rules.

  5. Conduct your research
    Safely access and conduct your research in accordance with your terms of use. Ensure that SPC remains update with any changes to your project team or timeline.

  6. Ensure that your outputs comply with output rules
    All outputs must undergo disclosure risk checks before publication or sharing. View the output rules.

  7. Submit your draft report/output to SPC
    Prepublication materials and queries about the application of output rules should be emailed to pdl@spc.int.

  8. Complete end of project requirements
    Confirm the final publication with Microdata Library. Destroy all microdata files and confirm deletion in writing, provide copies of any resulting publications or reports to pdl@spc.int.
