This is the very first time in Tonga and the Tonga Statistics Department (TSD) to collect statistics data on the impact of a cyclone. Tropical Cyclone Gita hit the main island of Tongatapu and the island of ‘Eua on the night of Monday, 12th February 2018 as a destructive category 4 storm, causing severe damages to these two island divisions which consist of about 80% of the Total population of Tonga.
The department spot that it was critical to take action and push to proper collection of data concerning the impact of this cyclone.
This report is the first of its kind to be prepared using data collected by the Statistics Department (SD) on the impact of a cyclone in Tonga. Tropical Cyclone Gita hit the main island of Tongatapu and the island of ‘Eua on the night of Monday, 12th February 2018 as a destructive category 4 storm, causing severe damages to these two islands which consists of about 80% of the Total population of Tonga.
The Statistics Department were tasked to undertake a consolidated household survey to all the households in Tongatapu and ‘Eua for a post-disaster needs assessment. Such information were used by different clusters to assist with their assistance to the people affected within areas of health, education, shelter, social protection and others.
*post-disaster needs assessment based on the information required by the clusters responsible for responding to the cyclone within different thematic areas.
There have been challenges faced by the Statistic Department during the process of this post-disaster needs assessment which identifies the following areas: Data needs must be clearly identified so that SD can objectively design the questions to capture the required information. Also, some of the respondents were not providing the correct information and therefore led to grievances when households receive aid or beneficiaries from government.

The study covered 2 islands (out of a total of 5 island), where the cyclone took place. These two islands were: Tongatapu and 'Eua.
The survey covers all households in Tongatapu and 'Eua island.

The questionnaires were structured based on the Tonga Census of Population and Housing 2016 with some modifications and additions. There were mainly two questionnaires, one is the household questionnaire and the other is the personal questionnaire. The questionnaires were mostly based on households as the assessment of the cyclone that impact on each dwellings.

There were 24 teams altogether, where each team consist of 7 members: 1 supervisor, 1 team leader and 5 enumerators.
It had a manager who plan and coordinates the whole work activities, from coordinating cluster meetings, to the from the survey design, to managing the data collection and processing and the producing of the result.
Supervisors were permanent staff of the Tongan Statistics Department, based at the main office and were responsible for monitoring their team's work performance and progress on the system; carrying out industry and occupation classiication; quality checks on submitted forms; providing support; and resolving unresolved matter arise in the field.
Team leader were the field work supervisor, who were out in the field with the interviewers. They were responsible for the planning of their own team's enumeration, updating the household list, contacting the village town officer of their teams starting date and duration of work. Most were also the drivers
The role of the supervisor was to coordinator field data collection activities, including management of the field teams, supplies and equipment, finances, maps and listings, coordinate with local authorities concerning the survey plan and make arrangements for accommodation and travel. Additionally, the field supervisor assigned the work to the interviewers, spot checked work, maintained field control documents, and sent completed questionnaires and progress reports to the central office.
The field editor was responsible for reviewing each questionnaire at the end of the day, checking for missed questions, skip errors, fields incorrectly completed, and checking for inconsistencies in the data. The field editor also observed interviews and conducted review sessions with interviewers.
Responsibilities of the supervisors and field editors are described in the Instructions for Supervisors and Field Editors, together with the different field controls that were in place to control the quality of the fieldwork.
Field visits were also made by a team of central staff on a periodic basis during fieldwork. The senior staff of GenCenStat also made 3 visits to field teams to provide support and to review progress.
2 teams were assigned in 'Eua.
1 permanent staff of the Tongan Statistics Department was assigned as Headquarter (manager) for supervision of all.
Eighteen field supervisors were assigned to a team of roughly five enumerators and one team leader to manage and supervise during the field work.
The mode of Data Collection was face-to-face interview and using the tablets as the new technology named CAPI.
The World Bank Survey Solutions software was used for Data Processing, STATA software was used for data cleaning and tabulation.
