Income/Expenditure/Household Survey [hh/ies]
This is the 3rd household income and expenditure survey implemented by the bureau, the first being in 1997 and the 2nd in 2002, using a 5 year 'grazing' period. The bureau was unable to implement the survey in 2007 due to the involvement of the staff with the 2006 Population census.
Apart from economic needs, the survey was designed to monitor and provide relevant informations pertaining to MDG 1: targets 1 and 3.
This survey consisted of two rounds where both covered the whole country which was divided into 4 geographical regions.
The purpose of the HIES survey is to obtain information on the income, consumption pattern and incidences of poverty for different groups of people in Samoa. This information will be used to guide policy makers in framing socio-economic developmental policies and in initiating financial measures for improving economic conditions of the people.
Some more specific outputs from the survey includes:
obtaining expenditure weights and other useful data for the revision of the consumer price index;
supplementing the data available for use in compiling official estimates of household accounts in the systems of national accounts;
supplying basic data needed for policy making in connection with social and economic planning;
providing data for assessing the impact on household living conditions of existing or proposed economic and social measures, particularly changes in the structure of household expenditures and in household consumption;
gathering information on poverty lines and incidence of poverty throughout Samoa

HOUSEHOLD - includes household composition (number of males & females), household characteristics (age, relationship to household head, marital status, education level completed, main daily activity), dwelling characteristics of the main house, household possessions, dwelling tenure, construction & improvements of dwellings, household bills, tranport expenses, acquisition of durables, education & recreation, medical & health services, overseas events and special events.
INDIVIDUAL (15 years and above) - reported wages & salary, income recieved from self employed & other business activities, previous jobs, pension & welfare benefits, other sources of income, loans paid information and amount paid for any contribution to benefit schemes.
DIARY - recording of items bought (on credit & cash) by each selected household over a 2 week period, recording of home grown/ produced items, recording of cash and purchased items received and given as gifts, and recording of winnings (cash and in kind) from gambling, including sports.

The survey covered all household members including those that have been away for 3 months or less and those who have been with the household for 3 months or more.

1 EA (Faleasiu) was replace due to boundary issues between the village and the bureau. The village did not agree with the statistical boundaries used by the bureau to enumerate this EA.
1 EA (Lufilufi) was replaced as it was an institution (Piula theological college).
1 EA (very few number of households) was totally left out as it was overlooked or 'accidentally missed' by the staff of the bureau.

Training of enumerators was held for 3 days for both rounds.
4 teams were formulated with one supervisor each. AUA team was base at the office while the other 3 teams were based on the field for the whole duration of the field work. These 3 teams were further broken down into their respective enumeration area.
Each team supervisor coordinated and supervise their respective region. Although these teams were isolated a vehicle was allocated for each team.
Average length of an interview in the beginning was approximately 35 minutes but was reduced to about 25 minutes as enumerators became familiarise with the questionnaires.
The bureau contacted all village mayors whose villages were selected for the survey. So during the field work, most households that were selected for the survey were aware of the survey.
Difficulties/ problems encountered by enumerators were relayed to their respective supervisors for immediate and approprite action.
Both Samoan and English were used depending on the language preference of the respondent.
The pre test was carried out by 15 staff members on ???? at Solosolo. These staff members later became supervisors during the field work.
