The World Bank is providing support to countries to help mitigate the spread and impact of the new corona-virus disease (COVID-19). One area of support is for data collection to inform evidence-based policies that may help mitigate the effects of this disease.
To monitor the socio-economic impacts of COVID-19 in Papua New Guinea, five rounds of High Frequency Phone Survey on COVID-19 (HFPS) are planned. The documented dataset refers to the third round of the HFPS of Papua New Guinea.
The objective of the third round of the World Bank high frequency mobile phone survey was to measure the continued socioeconomic impacts of COVID-19 in Papua New Guinea, including on livelihoods, food security, and public safety and security. The survey consisted of the following modules: Basic Information, Vaccine, Employment and Income, Food Access and Food Security, Health, Public Trust and Security, and Assets and Wellbeing. The questions on employment and income were asked to the respondent and to the household head if different from the respondent.
Two rounds of the HFPS were completed in June 2020 (Round 1) and December 2020 - January 2021 (Round 2).
The third round is a joint data collection by UNICEF and World Bank combining two surveys: the third round of the High Frequency Mobile Phone Survey (HFMPS) conducted by the World Bank, and the second round of the Social Challenges and Hardship in PNG survey conducted by UNICEF-PNG. Topics include awareness of COVID-19, Employment and Income, Coping strategies, Public trust and security, Service delivery, and Child discipline. The World Bank Survey was mainly covered by the first phase of round 3 data collection (3.1), and the UNICEF-PNG survey was mainly covered by the data collected in the second phase of round 3 (3.2).

Sampling
The dates of implementation for the first survey were May 26 through June 6, 2021, and for the second survey between June 11 and July 13, 2021. Data were collected through a call center set up by Digicel in Papua New Guinea and managed using the Survey Solutions software package.
As the original objective of the survey was to measure changes as the pandemic progressed, the third round of data collection sought to recontact all 2,820 households contacted in round 2, however only 387 households were able to be recontacted. This is partly because there is high turnover of phone numbers in PNG as most SIM cards are unregistered, and they expire within 6 months. As such, to reach the target number of respondents, 2,146 replacement households were added to survey 3.1 using Random Digit Dialing targeted based on geography and economic status (further details about the sampling methodology is in round 1 and 2 reports), for a total sample size of 2,533 households. Due to the very high rate of attrition between survey rounds, this report focuses on changes in conditions during the first half of 2021 as opposed to examining trends since the start of the pandemic.
There was substantial overlap between the samples for 3.1 and 3.2 survey. In total, 1,880 respondents completed both surveys (all 2,533 households from survey 3.1 were attempted to be recontacted; however, this was only successful 74.2% of the time). To reach the target number of respondents, 661 respondents were added to the second survey using Random Digit Dialing targeted based on geography and economic status for a total sample size of 2,541 respondents.

This survey interviewed a total of 2,533 respondents about the impact of COVID-19 on their economic activity. These results were weighted using information from the 2016-2018 Demographic and Health Survey (DHS) to reflect nationally representative estimates of the socioeconomic impacts of COVID-19. The second survey, conducted in June and July 2021, interviewed a total of 2,541 respondents (1,880 of whom were from the first survey) about the impact of COVID-19 on a range of areas that can be broadly considered human development. These results were also weighted using information from the DHS to develop representative estimates.
Weights are required for unbiased estimation because the survey was administered by mobile phones, and the respondents were not representative of the broader population. The process for reweighting was similar to that used in round 1 (see technical appendix to that report for full details).
In round 3, there were two sets of primary weights calculated: those at the individual level and those at the household level. Given the high levels of attrition, the analysis utilized cross sectional weights.
The "weight" variable in both the household datasets (3.1 and 3.2) is called "weight_hh" and the "weight" variable in the individual 3.1 dataset is called "weight_ind".

Survey instrument
The questionnaire - that can be found in the External Resources of this documentation - was developed both in English and in Pidgin.
The first questionnaire included the following modules:

The data was collected by Digicel. Digicel is a mobile phone network provider in Papua New Guinea. The dates of implementation for the first survey were May 26 through June 6, 2021, and for the second survey were between June 11 and July 13, 2021. Data were collected through a call center set up by Digicel in Papua New Guinea.
Data processing
At the end of data collection, the dataset was cleaned by the World Bank team. This included formatting, and correcting results based on monitoring issues, enumerator feedback and survey changes. Data was edited using STATA.
The data from survey 3.1 is presented in two data sets: household data set and individual data set. The total number of observations in the household data set is 2,533 and is 3,380 in the individual data set. The individual data set contains employment information for some household members. The household data set contains information about public services, income, coping strategies, and awareness of COVID-19. The data sets are called r3_household_3.1 and r3_individual _3.1, respectively.
The data from survey 3.2 is presented in one data set: household data set. The total number of observations in this dataset is 2,541. It contains information basic Information, access food and food security, coping strategies, access to health, child roster including schooling status, and education of children. The data file is called r3_household_3.2.
Variable hhid is the unique identifier for the household datasets, and indiv_id is the unique identifier for the individual dataset.
