    This census is the 9th Population and Housing Census of Tonga since 1956, and the 7th census conducted by Tonga Statistics Department (TSD).

    Abstract

    The Population and Housing Census 2021 was the 9th census carried out in Tonga since 1956, and the 7th census conducted by the Statistics Department. The Population and Housing Census is a vast and complex undertaking. It is certainly the largest statistical exercise we can contemplate, touching, as it does, every individual and household in the Kingdom. The result of the census has an important role in producing official statistics for Tonga and providing fundamental information for measuring SDG indicators.
    The 2021 Tonga Population and Housing Census is the third census undertaken following the 5-year interval census. This census will provide up-to-date information regarding the size, distribution, and structure of the Tonga population as well as other social and economic information.
    Periodic national population and housing census are critical to countries' development policy and planning efforts, in that they represent from most countries' only national snapshot of its social, demographic, and economic conditions, as well as information on recent developments in these areas, that impact on the overall well-being of its population.
    Population Census provides us with the opportunity to get an accurate, comprehensive and consistent picture of the country's population. The results are invaluable for policy formation, planning and effective targeting of resources. It provides the only source of directly comparable statistics both for small areas and different population groups. It is used as a reference base for many statistical series such as population profiles, infographics and detailed demographic analysis; population estimates, projections and sample survey frame.
    The census date was midnight, the 30th of November 2021, everyone in Tonga was counted, so that leaves no one behind through the census. The Census of Population and Housing 2021 Volume 1 is the first of two statistical publications of detailed census results. The report comprises detailed statistical tables to facilitate users carrying out more comprehensive studies and further analyses.
    The Census 2021 was conducted under challenging conditions with the evolving COVID - 19 situation and the significant disruptions of the Volcanic Eruption. The success of the 2021 Tonga Population and Housing Census was made possible with by all participating households who had given their full support and co-operation to the Census. Also the continuous commitment of the all the staff of Tonga Statistics Department.

    The questionnaire is made of 18 sections in total and is in English with the Tongan translation below each question. The questionnaire was designed with Survey Solutions.

    Supervision

    A team should consist of 1 headquarter (HQ) and 3 teams (=3 supervisors with 5 enumerators per team) to look after. Sometimes, one HQ looked after 1 or 2 teams, depending on the area or capability of the HQ.

    In total, there were 52 HQs, 142 supervisors and 757 enumerators to cover to whole population of Tonga in 2021. Out of the 11 training centers, 6 were assigned to Tongatapu.
    The average number of enumerators per team was 5 while the average number of teams per headquarter was 3.

    Data Collection Notes

    99% of the interviews was done in Tongan language. The rest was perfomed in English.
    4 is the average number of households interviewed per day (considering travel time, time ensuring form is complete, time looking for households, also large blocks with more than 35 households that might not have been captured in the re-boundary process).
    The average length of an interview was 1h30 min.
