    Series Information

    This is the third Household Income and Expenditure Survey (HIES) to be undertaken in Nauru. The first HIES was in 2006 while the second one was in 2012/13.

    Abstract

    Nauru's 2024-2025 Household Income and Expenditure Survey (HIES) collected a wealth of information on household expenditure, income, own-account production and consumption. It also collected information on sectoral and thematic areas, such as gender, education, health, labour, primary activities, transport, information and communication, and cash transfers and remittances. The data produced via the Nauru 2024-2025 HIES will be used:

    • to derive expenditure weights for the revision of the consumer price index;
    • to supplement the data available for use in compiling official estimates of various components in the System of National Accounts; and
    • to gather information on welfare and food security in Nauru.
      The data will inform indicators under the United Nations Sustainable Development Goals (SDGs) and guide social and economic policy.
      The HIES was implemented over a 12-month period, from March 2024 to March 2025. The survey was implemented over one year to capture seasonal fluctuations in income, expenditure, consumption, and production patterns.

    Sampling

    Sampling Procedure

    The 2024/2025 Nauru HIES sample was selected using a simple random strategy. Dwellings were directly selected from the 2021 census listing. Only the households selected in MICS 2023 were excluded from the HIES selection.
    The sample was computed using the previous 2015 Nauru HIES, where the variance of the per capita monthly expenditure was estimated. This variance was used to derive the required sample size given the target of minimize the relative sampling error (lower than 5%). In addition, the response rate from the 2025 was factored in the calculation. The objective of the 2025 Nauru HIES is to provide estimates at the National level only.
    A total of 675 households were selected and spread across 45 rounds starting from March 2024 to March 2025. One round of HIES is a 7-day period that allowed the field work team to complete 15 households.

    Weighting

    The sampling weights procedure takes place in 2 steps:

    • The first set of weight is computed using the inverse of the probability of the valid households to get selected, adjusted to address non-response
    • The second and final set of weights is adjusted to match the population structure by age and sex of the 2021 census.

    At the end of the data cleaning process, sampling weights were calculated using the two steps shown below:

    • The first set of weights is computed using the inverse of the probability of the valid households to get selected, adjusted to address non-response;

    Variables then used for the adjustments were:

    • age of the household head;
    • sex of the household head; and
    • level of education of the household head

    Questionnaires

    The questionnaire was administered through face-to-face interviews, with data entry conducted using Computer-Assisted Personal Interviewing software. The questionnaire was divided into 30 main modules as shown below:

    Household food consumption was collected via a seven-day food consumption recall. All transactions (food, non-food, home production and gifts) were collected by different recall sections of the questionnaire during the same visit. The traditional 14-day diary, which was used in the 2012/13 HIES, is no longer recommended for use in the Pacific region.

    Data was collected using the Survey Solutions software and downloaded from the server once fieldwork was completed.

    Supervision

    Fieldwork was carried out by a single team consisting of four interviewers and one supervisor under the management of the Nauru Bureau of Statistics (NBS).

    Data Collection Notes

    A total of 675 households were selected and spread across 45 rounds starting from March 2024 to March 2025. A round of collection is a 1-week period during which each interviewer had to survey 3 to 4 households.
    Considering the sample of 675 households and the 45 rounds field operation schedule, fieldwork was carried out by a single team consisting of four interviewers and one supervisor under the management of the Nauru Bureau of Statistics (NBS). The questionnaire was administered through face-to-face interviews, with data entry conducted using Computer-Assisted Personal Interviewing software.

    All datasets generated from each questionnaire module were cleaned and edited using syntaxes developed with the Stata software. All variables in the datasets were checked and validated to deal with missing values, inconsistencies, skip patterns and "other" options. Data was cleaned using the software Stata version 19.
