It was intended that all information would be collected during an enumeration period of one week, the week from 11th October 2001. Census night for individual households was the night of 11 October 2001. Given the transport difficulties between Apia and Tokelau, and within Tokelau, and in order to restrict the enumeration period to less than one week, 9 interviewers were involved.\n\nIt is also obvious that in the conduct of a statistical operation as large and complex as a national census (even for Tokelau), it is inevitable that errors will occur due to questions being misunderstood, replies being incorrect or misinterpreted, etc. In fact, errors could have been introduced at all stages of the census, from planning, field operation stage, non-responses, non-call back to check on households that were missed during the actual enumeration and the training of enumerators (i.e. misunderstanding on the part of enumerators). Also errors could have been introduced at the data processing stage (editing, coding and data entry). In designing and carrying out the field procedures, including training procedures, efforts were made to reduce the effects of such errors on the results. An important difference was the inclusion of Tokelau Public Servants (and their families\/relatives) living and working in Apia, Samoa. This was reflected in the questionnaire.\n\nThe questionnaire is divided into 2 main sections:\n- Dwelling: collects information on household characteristics, sanitation, water access, energy, waste disposal, household durables, remittances.\n- Individual: collects information on individual characteristics, religion, ethnicity, education, economic activities, fertility.","coll_situation":"The Office for Tokelau Affairs in Apia requested for Secretariat of the Pacific Community (SPC) Demography\/Population Programme\u2019s assistance to design the census, questionnaires, training, collection, processing and reporting. The census preparation began in early January 2001. With the permission and approval of the Tokelau Administration officials, the Pacific Model Census Questionnaire was adopted with minor modification to accommodate Tokelau requirements. A copy of the questionnaire is annexed for reference.\n\nThe Office for Tokelau Affairs in Apia appointed census field staffs from the Tokelau Public Service. There were a total of 9 enumerators brought into Apia for training by the two Pacific Community (SPC) population professionals. The SPC Demographer and the Population Specialist acted as trainers\/supervisors during the census operation.\n\nThe Office of Tokelau Affairs charted a boat from the Cook Island that transported all the census workers from Apia to Nukunonu where all the enumerators visited and administered the census questionnaires in all private dwellings. The census team then boarded the charted boat and traveled to Atafu for enumeration the next day. The two villages in Fakaofo were the last to be enumerated.","act_min":"There were two census trainers \/ supervisors.\n\nThe enumerators work was supervised and checked by the trainers\/supervisors in the field as well as when completed questionnaires were returned.
