Population and Housing Census [hh/popcen]
The Nauru Population and Housing Census 2011 is funded by UNFPA and AusAID. Technical assistant was provided by the SPC/SDP from Noumea. The Census night took place on 30th October 2011 at 12 midnight. The fieldwork was scheduled to complete in 2 weeks and the final schedule was given 1-2 weeks extension time for supervisor's editing of forms.

Interviewing was conducted by 45 interviewers and 9 supervisors. Enumerators reports to the supervisor to 9 different agreed reporting center, to finalise completed forms or may need to revisit incompleted households.
The role of the supervisor was to coordinator field enumeration activities, including management of the field enumerators, supplies and equipment, maps and listings, coordinate with local authorities concerning the survey plan. Additionally, the field supervisor assigned the work to the interviewers, spot checked work, maintained field control documents, and sent completed questionnaires and progress reports to the central office. Also responsible for reviewing each questionnaire at the end of the day, checking for missed questions, skip errors, fields incorrectly completed, and checking for inconsistencies in the data. Also observed interviews and conducted review sessions with interviewers.
Responsibilities of the supervisors are described in the Instructions for Supervisors and Enumerators, together with the different field controls that were in place to control the quality of the fieldwork.
Field visits were also made by a Census Coordinator or Assistant when Household respondent request during fieldwork. The senior staff of Nauru Bureau of Statistics also made 3 visits to field enumeration to provide support and to review progress.
Training was held at Meneng Hotel Tomano Room for 2 weeks.
Three (3) short quiz were separately tested during training:
Training was conducted by Bureau of Statistics and Technical Assistant from Secretariat of Pacific Community, Statistics Development and Population from Noumea.
Language used during training was English and Nauruan.
Language used during fieldwork training was usually Nauruan with local respondent, while English is used to non-Nauruan respondents.
Total recruitment were 54 participants.
Nine (9) supervisors were selected amongst the 54 participants during the training and determined by the results from the training short quiz.
The 9 supervisors determines to cover the singular 15 district.
One important role of supervisors is to try as much to cover the refusal cases with a maximum of 3 visits.
There were district combination cases of 2/15, 3/15, and 4/15.
The remaining 45 participants were recruited as the fieldwork enumerators (interviewers).
Enumeration pilot survey was done during the last 2 days (27th-28th Oct 2011) within the 2 weeks (17th-28th Oct 2011) training, especially to study and familiarise the enumeration areas.
Two (2) questionnaire forms for each 46 enumeration areas.
The census consultation program also involves community leaders.
Average time interviewing houshold with 6 repondents (1 form) is between 30-40 minutes.
Data editing took place at a number of stages throughout the processing, including:

c) Structure checking and completeness

yes | FUNCTIONS AND RESPONSIBITIES OF THE BUREAU According to the Statistics Act (No.10 of 1992), the functions of the Bureau are defined as follows: To constitue the central statistical authority for the Republic of Nauru To collect, compile, analyse and disseminate statistics and related information To ensure coordination of the operation of the official bodies and others in the collection, compilation and dissemination of statistics and related information To formulate, and ensure compliance with standards, for the carrying out by official bodies of operations for statistical purposes To provide advice and assistance in relation to statistics, and To liaise between Nauru and other countries and international organisations in relation to statistical matters Each new proposal for the collection of information for statistical purposes by the Bureau shall be approved by the cabinet before its implementation, unless the proposal is for the collection of information on a voluntary basis. STATISTICAL INFORMATION TO BE COLLECTED The Director: a ) may from time to time may collect such statistical information in relation to the matters prescribed for the purpose of this section as he or she considers appropriate; and b ) shall, if the Minister so directs by notice in writing, collect such statistical information in relation to the matters so prescribed in the notice. Full analysis report to be disseminated and to be used by International researchers, planners, policy makers, stakeholders and donors.
For further access to data must go through officially signed MOU/LOU document from both parties, Nauru government and the secondary party.
