Population and Housing Census [hh/popcen]
This is the third Population and Housing Census that was conducted in Tuvalu. The first Census was conducted in 1992 and the second one was in 2002.
The 2012 Population and Housing census of Tuvalu is the third census conducted by the Central Statistics Division since Tuvalu gained political independence in 1978.
This document provides the population and housing information on areas covering general health, education, labour force, employment, disability, children, youth, aging-population, gender, communication, technology, urbanization, home appliances and many others.

The scope of Census includes:
HOUSEHOLD: Household characteristics such as; Type of Living quarters, House ownership, construction, floor & roof materials, source of drinking water, toilet type, source of cooking energy, method of cooking, source of lighting, type of crops grown, size of garden, types of livestocks, different appliances and electronics own, internet access, cash received, etc.
INDIVIDUAL (PERSONAL): List of all Household members, sex, age, date of birth, education and health background, nationality, residential status, ethnicity, religion, disability, internet activities, literacy level, smoke, alcohol, kava, traditional skills, main activities, occupation, etc.

This is a Census of the Population which covers 100% of the Tuvalu population which does not have any sampling procedures.
The 2012 Tuvalu Census questionnaires is divided into 2 sections:
The Household section of the questionnaire covers areas of household characteristics such as the type of living quaters, house ownership, construction of the house, source of drinking water, source of cooking energy, source of lighting, electrical appliances, etc.
The second section of the Questionnaire module or the Personal (Individual) section covers all household members demographic characteristics, social and economical backgrounds.
The Census Questionnaires has questions both in English and also in the local Tuvaluan language.

Allocation of the fieldworkers was planned as 1 fieldwork Supervisor has to supervise 2 Enumerators. About 30 households per Enumerator on Funafuti and about 50 households per Enumerator at the outer islands.
The Census comprise of 29 Supervisors, 89 Enumerators and 6 Official Supervisors.
The enumerators are mainly accountable for enumerating every person and households of their enumeration areas during the 2 weeks assigned for census fieldwork. There were 3 types of enumerators. One was responsible for filling of the main census questionnaire, the second enumerator responsibility is to complete the measurements form for floor size and water storage system of households. The third type of enumerator was to conducting a separate interview for literacy only.
All the fieldworkers including the officials were provided with the list of the households, maps and control forms of their corresponding enumeration areas to ensure that none of the residents and households would be missed out by the census interviews during the fieldwork.
The Central Statistics Division (CSD) recruited and trained 8 Census trainers to train the Census Fieldworkers in the outer islands with the assistance from Secretariat of the Pacific Community (SPC). All the trainers were present in the outer islands during the fieldwork and therefore they were involved in supervising the enumerators and responsible for returning all census fieldwork materials especially the census questionnaires safely to the CSD.
Interviews will be conducted in two languages, English or in Tuvaluan, depending on the respondents choice of language in which they are most comfortable with.

yes | The Statistics Act of 1978 guarrantees the issues of Confidentiality of individual/business information, rendering statistical data by the public, and measures in a case of provision of false information. Therefore, before being granted access to the dataset, all users have to formally agree: 1. To make no copies of any files or portions of files to which s/he is granted access except those authorized by the data depositor. 2. Not to use any technique in an attempt to learn the identity of any person, establishment, or sampling unit not identified on public use data files. 3. To hold in strictest confidence the identification of any establishment or individual that may be inadvertently revealed in any documents or discussion, or analysis. Such inadvertent identification revealed in her/his analysis will be immediately brought to the attention of the data depositor. |
